Traffic/ Speed study
Initial Complaint:
The Traffic Safety Unit conducted this study at the request of a resident who resides in the above area after relaying a concern for excessive speed on Moreland Road.
Description of Area:
Moreland Road is a State Highway designated SR0063 that runs east and west along the southern border of Upper Moreland Township. This roadway is a major arterial road within the Township. In this section, it is a two-lane roadway until it intersects with York Road where it turns into a four-lane roadway. This section is controlled by a stop sign at Edge Hill Road and traffic signal at York Road. The speed limit on Moreland Road in the area of Frazier Road is 35 MPH. This section of Moreland Road is predominantly residential with the exception of two businesses at the intersection with York Road.
Data Gathering Method:
Speed/volume counters were placed in the area of Moreland Road and Frazier Road facing the west bound lanes of travel. Crash data was gathered and evaluated for a five-year period.
Hazardous Factors:
Evaluating the speed of vehicles, the volume of traffic, and the total number of crashes assists in determining the level of response necessary to address the public safety concern.
The speed of vehicles using this section of Moreland Road indicated that 3.62% of vehicles meet the threshold of enforcement. The 85th percentile speed for vehicles on this section of Moreland Road is 40.97 MPH.
During the study period, 36,557 vehicles traveled on this section of Moreland Road.
Crash data for the past five years was examined for this section of Moreland Road. There were 13 crashes reported along this section, 5 of these crashes being Reportable. This data does not account for any crashes on the east side of Moreland Road that may have occurred in Abington Township’s jurisdiction.
Analysis:
At this time, overall speeding is not an issue on Moreland Road in the area of Frazier Road. The majority of crashes that occurred were intersection related. None of the crashes reported were due to speed.
Response:
This location could benefit from random enforcement for speed as well as stop sign enforcement. The Traffic Safety Unit will put directed patrols in the system randomly to provide a presence along the roadway. The higher speeds that were recorded did occur during the mid-day hours.
