On April 29, 2022, officers were on patrol along Philmont Ave when they observed a Nissan Maxima traveling eastbound on Philmont Ave approaching Red Lion Rd with the driver's side headlight out and heavy tint. A search of the vehicle registration resulted in an unregistered vehicle.
A vehicle stop was initiated on Red Lion Rd at Steven Rd. Upon the initial contact, an odor of fresh marijuana was emanating from the vehicle. Officers made contact with the driver and front passenger of the vehicle. The driver was identified as Jules Rone, and the passenger will not be publicly identified. In plain view, there were drugs in the center cup holder next to drug paraphernalia. A large amount of cash could also been seen in Rone's right sweatshirt pocket. Rone and the passenger admitted to smoking marijuana approximately 45 minutes prior to driving; neither of them have a medical marijuana card. When asked if there was anything else in the vehicle, Rone handed officers paraphernalia containing suspected marijuana. There was also a bottle of Hennessey and a Crown Royal box on the rear seat, to which Rone stated they were both unopened.
Rone did not approve a vehicle search; therefore, a search warrant was applied for (the day after).
Rone was asked from the vehicle to conduct Standardized Field Sobriety Testing (SFST). Rone did not satisfactorily complete the testing and was placed into custody for the suspicion of driving under the influence (DUI). The passenger was picked up from the scene from a sober party.
