On 09/05/2022, Officers were on patrol in the area of Welsh Road. The speed limit in this section of Welsh Road is 25 miles per hour. Officers observed a white Toyota Camry pass by the patrol vehicle at a speed which appeared much higher than the posted 25mph. A traffic stop was initiated. The Toyota was observed striking a curb during a turn and the passenger side momentarily left the ground. The rear passenger side tire of the vehicle began to go flat while the operator continued to drive on it.
Officers approached the vehicle and identified the operator and sole occupant as Pavel Karavayev. Upon further investigation, Officers determined Pavel Karavayev was under the influence of alcohol to a degree that rendered him unsafe to operate a motor vehicle. Karavayev was taken into custody for the above charges.
CRIMINAL CHARGES, AND ANY DISCUSSION THEREFORE, ARE MERELY ALLEGATIONS AND ALL DEFENDENTS ARE PRESUMED INNOCENT UNTIL AND UNLESS PROVEN GUILTY.
