On August 20, 2018, a homeowner in the 500 block of Carpenter Lane in Hatfield Township, Montgomery Count, Pennsylvania reported being the victim of a home improvement repair contractor fraud.  Investigation revealed that on July 25, 2018, the homeowner signed a contract for home improvement  repair services to be performed by Paul Stevens and Bobby Stevens, who were doing business as Stevens Asphalt Paving of Lancaster, Pennsylvania. The homeowner paid for the work to be completed in full by personal check in the amount of $1,700.00 made payable to Paul Stevens.  The check was cashed on July 25, 2018 and the work was never completed as agreed upon. Arrests warrants have been filed against Bobby Stevens and Paul Stevens charging them with Theft by Deception, Receiving Stolen Property, Deceptive Business Practices, Home Improvement Fraud, and Conspiracy.
